The night the three-day rain stopped, the riverside control station worked through the night draining the reservoir that had collected the runoff. Two floodgates beneath the operations building—the eastern gate draining reservoir water into the river, the western gate draining tributary water. Just past four in the morning, the eastern gate opened. Han Sun-gil, the facilities inspector clearing debris from the screen below, was swept away by the torrent and found at dawn on a sandbar where the channel met the river. That night the request came through proper channels, every box on the form filled in. Five people each have their story, but first you must count how many places were notified that water would be released, and which gate it was under.
