A home-care dispatch agency had been sending someone every night for three months to a second-floor flat in a small German city, where an elderly man needed overnight supervision. One morning in late November, seventy-three-year-old Hartmut Krause was found unconscious in his bed and taken to hospital, where he never woke. He was someone who needed a machine to help him breathe every night, but that night the mask hung on its bedside hook and no one had come to the house.
