The Empty Dock

At Haeryang Shipyard's Dry Dock No. 3 lower inspection passage, subcontractor insulation worker Kang Yun-do was found submerged. That night he was on the lower-level work roster assigned by a labor-placement office, and for days he'd been threatening to report that office's ledgers to the authorities. The dock was still in normal operation right up to the incident, and after the lower level was logged as 'unoccupied,' the scheduled flooding sequence began exactly on time—a process that always checked for personnel first, but that one time ran with a man still inside. Interrogate the five people entangled in this death and determine whose hand locked the lower passage door that night.
