Venting Complete
Haeyang Port has a cargo handling yard where freight is unloaded and reloaded, and within it a fumigation zone where insects are killed with poison gas. In that zone, Bae Seung-won, assigned as a container-opening inspection witness to open containers and remove cargo during the night shift, was found collapsed inside an import cargo container and died after transport. Cause of death was acute poisoning from inhaling residual fumigation gas remaining inside the container. That morning he had said he would report the books of the labor placement office that had put him on site to the authorities, and that very night he was assigned to witness the opening of that particular container. The door already bore a placard reading "Venting Complete," indicating residual measurement had been finished; he flipped the placard with his hand to confirm it, then walked in of his own accord. The fumigation zone was operating normally at that hour. Interrogate the five people entangled in this death and determine whose hand hung that placard without verification.
