In the basement document vault of Shinduk Labor, a dockside labor-placement office, the body of Heo Jae-ung—a labor and surety-bond compliance auditor commissioned by the Port Authority to verify that work was done by the book—was found dead. It was a late-night in early winter, sea fog blanketing the wharf, and the cause of death was mechanical asphyxiation by nasal and oral occlusion. Drag marks remained in the dust on the vault floor, and a pile of waterproof sacks had been disturbed, yet the emergency-alert terminal on the vault wall had sent no outgoing signal, and the report came in only five hours later. He had been digging into labor and surety-bond practices at four subcontracted sites—diving, shipbuilding, quarantine, and processing—and was hated everywhere, but everything he pointed out was always correct; he was the only external check that could see into this office. That late night was the final audit interview stipulated by contract. Interrogate the five people who were in the building that night and determine who brought him to his death.

When asked about liability, she deflects with 'I only record and store,' but when asked, she states exactly what she saw. When speaking, she points her finger in the air as if tracing ledger slots.
Yun Yeon-taekShinduk Labor grievance-and-safety-report coordinatorA man in his forties who leads with intake ledgers and processing deadlines. He repeats 'I received it and sent it up' and deflects delays to someone else's area. When the subject of no reply comes up, he recites document numbers first.
Nam Hyo-geunShinduk Labor building and site-cafeteria night custodianA man in his fifties in charge of night patrol, locking, and site-cafeteria management. When asked who was where at what time, he answers precisely based on entry records and patrol tags. However, when the subject of management personnel being continually reduced and him now covering zones alone comes up, his speech lengthens and he grows anxious that his own position may be the next target for cuts.
Jang Geun-baeShinduk Labor registered representativeA man in his fifties whose business card says representative but who says actual work is someone else's business. When the subject of liability comes up, his voice rises and he draws a line: 'I only lent my name.' He chews over his grievances at length, and when the subject of papers issued in his name comes up, his speech quickens.
Oh Han-seopShinduk Labor actual operator (labor consultant)A low, flat issuer. Almost no inflection, short sentences. He refers to people by slot, number, and ledger-slot rather than by name, and speaks of people disappearing as 'a slot becoming vacant' or 'ledger cleanup.' Before answering, he presses the edge of the desk once with his thumb and releases. He draws a line with 'I only issue bonds and placements; site work is each person's own.' In the office he is called not by title but 'elder.'

The dossier used during the audit interview was spread open on the table in the building's duty dispatch room. Copies of duty records and wage-payment cross-reference tables from the four subcontracted sites are all present without omission, and on the surface no documents are missing.

The basement document-vault door was locked, and the emergency-alert terminal on the vault wall has no outgoing-call history that night. The terminal itself tested normal in post-incident inspection.
